Angola's poor don't profit from oil revenues

Angola has vast oil reserves lying beneath the sea off the northern coast. This oil has been extracted over the past few decades, turning Angola into Africa's second biggest oil producer. But if the country is pumping out so much oil, why is 40 percent of Angola's population still living on less than one US dollar a day?
